More visibility in the Blazor Environments article on non-Development static asset loading

### Description

When running in a non-Development environment locally, it's hard to find our guidance for static asset loading when only following the guidance in the Blazor *Environments* article. I think we need a cross-link to [Static files in non-Development environments](https://learn.microsoft.com/en-us/aspnet/core/fundamentals/static-files?view=aspnetcore-10.0#static-files-in-non-development-environments).

@tdykstra ... I'll take care of this ... and I sort of opened it for the wrong article 🙈😄. I just changed the metadata to point to the Blazor article. We're good now! 👍
