App startup Blazor/Minimal API updates

### Description

Part of working #34356.

While seeing where/how Blazor startup content could be rolled into the main doc set's *Startup* article, let's take a look at the *Extend Startup with startup filters* section for potential improvements. Also, we can probably shed the INCLUDES versioning here.
