Min Web API Tutorial: Update

### Description

This tutorial needs to be updated to .NET 10:

- New version of the article with .NET 10 moniker while maintaining the old .NET 9.
- Latest IDE's referred to and prereq update.
- New code sample created from the latest template.
- Updated screen shots.
- Test the instructions against the new .NET 10 sample.
