Update code generator docs for dotnet-scaffold

### Description

I believe the content here is outdated, it mentions only [dotnet-aspnet-codegenerator](https://www.nuget.org/packages/dotnet-aspnet-codegenerator). The new tool is [Microsoft.dotnet-scaffold](https://www.nuget.org/packages/Microsoft.dotnet-scaffold/), but this tool is not documented anywhere that I could find, aside from this [announcement](https://devblogs.microsoft.com/dotnet/introducing-dotnet-scaffold/).

It is not clear which tool should be used right now in VSCode / Dev Container / Codespaces environments.
