dotnet-scaffold telemetry article doesn't belong in the ASP.NET Core docs

### Description

It looks like this dotnet-scaffold telemetry article somehow ended up in the Fundamentals section of the ASP.NET Core docs. The dotnet scaffold tool is not part of ASP.NET Core and doesn't really belong in the ASP.NET Core doc set.
