Description

### Description

In the Visual Studio tab section for this topic we assume the Add New Item dialog always shows up by default as the compact version and we instruct to select **Show all Templates**.

The view for this dialog for "Add new Item" however is sticky. It stays in the compact or All Template version depending on what was used last. The default on a new install of VS that has not been used is the compact form, but of course it can't be counted on.

PR #35049 corrected version 9, which was done quickly in response to that community PR but did not extend to version 8. Update version 8 and check for the same issue on Razor Pages, Blazor tutorials, anywhere we are referring to that dialog but might be assuming it is either in a compact or all template state.

Thanks to @DejanPopovic1 for bringing up this issue!
