Update https://github.com/dotnet/AspNetCore.Docs/blob/main/CONTRIBUTING.md to use `// ` in lieu of `#region x`
CC @wadepickett @tdykstra Does anyone ever get that far in the `CONTRIBUTING.md`. We should probably point to a good example .MD file
