Refactor two Azure/IIS topics

[Troubleshoot ASP.NET Core on Azure App Service and IIS](https://learn.microsoft.com/en-us/aspnet/core/test/troubleshoot-azure-iis) and [Common error troubleshooting for Azure App Service and IIS with ASP.NET Core](https://learn.microsoft.com/en-us/aspnet/core/test/troubleshoot-azure-iis) should be refactored. The first topic will be **Tools and processes to Troubleshoot ASP.NET Core on Azure App Service and IIS** and the 2nd topic can stay the same, [Common error troubleshooting for Azure App Service and IIS with ASP.NET Core](https://learn.microsoft.com/en-us/aspnet/core/test/troubleshoot-azure-iis)

All the specific errors in the first topic will move to the 2nd topic.
