Problem Statement
In the Edit Content screen (the current one, not the new one) when a piece of content is locked, unlocked, or a workflow step is run, the workflow steps disappear from the screen.

Steps to Reproduce
Log into a current instance
go to the edit content screen of any piece of content that does not have the new edit content screen enabled
Lock or unlock the content, or run any available workflow step
Acceptance Criteria
When any action is taken on the piece of content the appropriate workflow steps should remain available on that piece of content and be shown on the screen
