Comments tab

Problem

User wants to be able to collaborate on items like files, folders, content items and images, at the moment, the new edit content shows a commenting side panel where the user can see a list of comments different users have left, such commenting panel should also be accessible from the listing view when a user selects a content item but also when they select a folder or a file (debatable - maybe we just enable for content items to begin with).

Goal

Let user find a commenting side panel for every object in the system.
