Description
User Story
As an admin, I want to be able to set a specific option that stops the "Do you want to edit this on all pages or just this specific page" pop up from occurring and always choosing the option set. So if I set "All Pages" it will automatically chose that without showing the pop up window.
Acceptance Criteria
Some form of way to set a default for this pop up that automatically chooses the option when editing a contentlet or widget directly from the page so there isn't a pop up window.

Research direction
No files or tests are named. Start by tracing the contentlet and widget editing flow that opens the all-pages versus this-page prompt, then identify where an administrator preference could be set and applied. Done means the configured default selects the requested scope without showing the popup, while editing still supports the existing choices when no default is configured.
