Description

Problem Statement

When navigating through pages on the Templates portlet, there is one row that is missing.

https://github.com/user-attachments/assets/3c635fd3-3d6f-4f24-89b2-9724617ae18f

Steps to Reproduce
  1. Go to templates portlet
  2. Create more than 40 templates (to be able to see the pagination)
  3. Navigate to the second page
  4. Here you will see that the first item that should be on the second page is missing
Acceptance Criteria

The pagination should work correctly, the template missing should be added on the next page.

Research direction

Start at the Templates portlet and reproduce the pagination behavior by creating more than 40 templates, then navigating to the second page. Trace where the first item for that page is selected or rendered; done means the missing template appears on the next page and pagination works correctly.
