`+latex-indent-item-continuation-offset` seems to only affect `fill-paragraph` but not `latex-indent-line`

### Expected behavior
The same indentation (the second line starts after `\item ` when the variable is set to `'align`) will be produced with either `M-q` or `TAB` for an itemized environment.
### Current behavior
It seems to work with `fill-paragraph`/`LaTeX-fill-paragraph` command, but neither `indent-for-tab-command` (`TAB`) nor `LaTeX-indent-line` seems to be affected by this variable, and starts the next line with 0 indent.
### Steps to reproduce
Write a latex itemized paragraph longer than `fill-column` such as
```latex
\begin{itemized}
\item a a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a aa a a a a
\end{itemized}
```
Hit `M-q` to `fill-paragraph`, observe the second line indented after `\item ` with `'align`.
Hit `TAB` on second line, observe the indentation changes.
