- [X] The issue can be reproduced on a stable release of Emacs, such as 27, 28, or 29. *(Unstable versions end in .50, .60, or .9x)*
### Expected behavior
Instead of creating an index of a buffer imenu-list shows nothing, imenu-list-smart-toggle create about the same as ui-lsp-imenu buffer.
Is it a way to let imenu-list work as in emacs or spacemacs?
### Current behavior
Trying to create an index using imenu-list (if kill it manually, it will create same as imenu-list-smart-toggle):

imenu-list-smart-toggle:

ui-lsp-imenu:

### Steps to reproduce
Fresh installed doom emacs, couple of side packages and some functions to use it:
(use-package! evil-terminal-cursor-changer
:hook (tty-setup . evil-terminal-cursor-changer-activate))
(after! imenu-list
(set-popup-rule! "^\\*Ilist"
:side 'right :size 35 :quit nil :select nil :ttl 0))
