### Expected behavior
When I have a heading in an org document "TODO Some Task :tag1:tag2:"
And I invoke "org-set-tags-command"
And I select "tag1" from the popup window
Then I should see "TODO Some Task :tag2:"
### Current behavior
But I see "TODO Some Task :tag1:tag2:tag1:"
### Steps to reproduce
1. Open Emacs
2. Open an org document
3. Add any new heading
4. Press Space+m+q (org-set-tags-command)
5. Type tag1 and press Enter
6. Press Space+m+q (org-set-tags-command)
7. Type tag2 and press Enter
8. Press Space+m+q (org-set-tags-command)
9. Select tag1 and press Enter
