Doom emacs envvar PATH permanently inherits the PATH from conda

### Expected behavior

The PATH variable should include the Conda PATHs when no Conda environment is active.

### Current behavior

The PATH variable in the Emacs shell includes paths related to Conda, even though no Conda environment is active.

### Steps to reproduce

1. Open emacs
2. Activate a conda environment with conda-env-activate
3. Deactivate conda environment or exit emacs
4. Reopen emacs and do echo $PATH
5.
