C-x p is used by project-prefix-map instead of +popup/other

### Expected behavior

With Emacs keybindings, C-x p should move to the next popup.

### Current behavior

Instead, it triggers the project-prefix-map.

### Steps to reproduce

1. Open Emacs
2. Disable evil mode
3. C-x p
