### Expected behavior
Previously when I ran doom upgrade command it used to check for upgrade and upgrade the installed packages
### Current behavior
Now when I run doom upgrade command it shows below error. Note that I am using chemacs2 for managing different flavours of emacs. But this issue is also happening in WSL windows.
~/.doom-emacs/bin/doom upgrade

### Steps to reproduce
Just run doom upgrade.
