[windows] doom run malfunction : cannot open load file: No such file or directory, ../init.el

### What did you expect to happen?

Running Doom Emacs by `doom run` command

### What actually happened?

`doom run` tells cannot open load file: No such file or directory, ../init.el
When launching Emacs without `doom run` (launching by mouse click on executable), Doom starts normally.
