Need to limit github requests

### Describe your request

I need to slow down ```doom sync -u``` so github won't complain.

### Briefly explain its use-case

When there are multiple users, ```doom sync -u``` may generate github requests fast enough so that they may be rejected by github. Need a knob to slow it down.
