gg is unbound while editing magit rebase (git-rebase-todo)

Pressing gg goes to top of rebase-todo buffer

### What actually happened?

`g g is undefined`

### Describe your attempts to resolve the issue

Reproduced in doom sandbox without my private config.
Could not reproduce in sandbox with doom vanilla core

### Steps to reproduce

1. Open magit buffer
2. start interactive rebase
3. try to go to top of buffer with `gg`
