[BUG] Slender webs completely in tension are falsely classified

Description
**Describe the bug**
`classify_dsup_element`` falsely classifies tension loaded slender web elements as class 4 instead of class 1 because the value of psi is larger than 1.
**Expected behavior**
when psi is larger than 1 the web should be classified as QK1
