Tiling shell forgets selected layout when I unplug and replug display

**Describe the bug**
Tiling Shell appears to forget my selected layout for external monitors. I select my preferred layout for the laptop display and external display. I disconnect the laptop from the external display and use it elsewhere. When I come back and reconnect to the external display, it uses a different layout than the one I previously selected.

**To Reproduce**
Steps to reproduce the behavior:
1. Go to Tiling Shell in panel, select desired layout for external monitor
2. Disconnect laptop from external monitor
3. Reconnect to external monitor
4. Observe that tiling layout is no longer the selected layout

- GNOME version: Fedora Workstation 43 with Gnome 49, fully up to date as of February 28, 2026

This is such a useful extension, thank you very much developers! Please let me know if you need more info to help track this bug down. I'm not a programmer, but am fairly comfortable in the shell and would like to think I follow directions well :-)
