Description

**Describe the bug**

To clarify, I have already disabled GNOME's native edge tiling/maximization, yet Tiling Shell still forces a window maximization when dragging to the top edge, regardless of the "Drag against top edge to maximize" toggle state. It seems the extension is not respecting the user configuration for the top edge.

On an ultrawide screen, this is particularly frustrating as I want to use that area for my custom tiling layouts, not for a full maximization.

I’ve attached a screen recording to illustrate the behavior: even with the setting off, the top edge remains 'locked' to maximization. (Sorry the video is speed and laggy but only 10MB for upload...)

**To Reproduce**
Steps to reproduce the behavior:
1. Gnome Edge disabled
2. TillingShell Edge Enabled
3. Tillig top edge to maximize windows Disabled
4. Move Windows to top center edge

**Information (please complete the following):**
OS: Bazzite
GNOME Version: 49 (Wayland)
Tiling Shell Version: 17.3
