Layouts are not fully remembered after laptop is resumed / re-plugged into docking station

**Describe the bug**
Layouts are not fully remembered after waking up from suspension

**To Reproduce**
Configs:
1. Two 38 inch ultra wide monitors, Monitor 1 and Monitor 2, side by side.
2. Laptop connected via docking station, External monitors only
3. Ubuntu 2404.3 + x11 + GNOME + Dash to Panel extension, Dash is docked to the bottom and center of screen.

Steps to reproduce the behavior:
1. Create a new layout to divide the screen to two equal halves, left and right
2. Select the new layout for both of the monitors. So far so good.
3. Unplug the laptop from docking station, plug back in
4. Monitor 1 remembers the new layout, monitor 2 defaults back to the first layout (the Nintendo switch-like one)

If I let the laptop go to suspension at night, and wake it up in the morning, the issue reproduces.

- Tiling Shell version: v17.3
- GNOME version: 46.0

**Additional context**
Workaround is to manually select the new layout for monitor 2.
The repro is 100% in my setup, every single time.

IMPORTANT NOTICE: I've been using Tiling Shell for a long time (> 6 months), and my configuration has not changed during the course. This issue only recently showed up after I reinstalled Ubuntu like a week ago (all hardware is exactly the same as before). Either it's a regression of Tiling Shell in the near past recent time, or something weird is in my new Ubuntu setup.
