Screen edge snapping splits leftover area in half instead of offering full area

Description
Whenever I snap a window to the left or right of the screen, instead of letting me choose an app to take up the other half, it splits the leftover area in half.
Steps to reproduce the behavior:
1. Turn on "Enable window Suggestions for screen edge snapping"
2. Make sure there isn't already a window snapped to the other half of the screen)
3. Drag a window to the left or right of the screen so it snaps to it
4. See error
