Description
**Describe the bug**
In a stacked monitor layout, both monitors with 2 column 1 row layout, the key bind for "Move window to tile above" does not move the window to the tile above it maximizes the window. So I can't move a window from a tile on the monitor below up to a tile on the monitor above. Moving down works correctly.
I've also tested this with single monitor with multiple rows, so once you get to the top tile the next press of the key bind maximizes the window.

- Tiling Shell version: 17.0
- GNOME version: 49
**Additional context**
I can appreciate maybe some people would like this behavior and its probably a small number of people using this with stacked monitors. Would be great if the key bind worked as it said and moved to a tile above even if that's on a different monitor, like the move window to tile below does. Maybe good if there was a toggle to change between the current behavior and what I would class as the correct behavior (based on the key bind text and on how the move window to tile below works).
