Monitor Layouts Reset When a Monitor Disconnects

**Describe the bug**
The monitor-to-layout mapping is lost whenever a monitor disconnects or when the display configuration changes. This issue occurs multiple times per week and is quite frustrating.

**To Reproduce**
Steps to reproduce the behavior:
1. Assign different layouts to each monitor.
2. Turn one monitor off.
3. Observe that the layouts are shuffled, and they no longer match the previous configuration.
- In my case, the layout of the turned-off monitor remains correct, while the other two monitors reset to default.

**Information (please complete the following):**
- Tiling Shell version: v15.1
- GNOME version: v47.2

**Additional context**
I have 3 monitors, all of the same model.
