[Feature Request] Allow workbenches to be shared publicly

Description
It would be nice to let folks that are not registered Hosted Dolt users to be able to run queries against the hosted database using the workbench when configured to do so.
A process using Dolt might be:
- Random person on the internet is curious about some dataset
- Random person is linked to a DoltHub query with their dataset
- DoltHub sometimes shows no results and directs folks to `dolt clone` the data
The desire for public Hosted Dolt workbenches would be to instead link Random person to the workbench where the data is known to exist and the query is known to be performant enough.
