Creating new deployment from existing stopped deployment does not carry over replica count

To repro:

1. Create deployment with replicas
2. Disable deployment
3. Use create deployment with existing settings button
4. Replica count in create deployment summary is 0

We set the replica count to 0 when we disable a deployment. We need a way to track what the replica count was after we disable a deployment
