Connect DoltLab databases to Dbeaver/Tableplus without cloning

Customer requests ability to connect Dbeaver/Tableplus to DoltLab/DoltHub databases as a first-class feature (without having to clone the database to a host and starting it in server mode).

This is not possible today using only the DoltLab/DoltHub UI, the databases must be cloned and run in server mode. However, we've discussed this briefly internally and can update this issue as details emerge.
