Pre-commit options (prevent pushing secrets)

Git scripts and [pre-commit hooks](https://[pre-commit](https://pre-commit.com/index.html).com/index.html) are immensely useful not only for enforcing well-formatted code, but also for screening code and files for data that shouldn't be pushed.

It'd be much appreciated if some functionality could be added to dolt/DoltLab similar to this. Highest priority would be checking for secrets.
