User facing Activity/Event Log for Databases

Currently on DoltHub, there's no way for users to view the activity/event history of their databases.

One database administrator reports that a Collaborator on a database created a feature branch, pushed to that feature branch, then, later, deleted that feature branch. This activity resulted in additional storage costs for the admin since DoltHub charges for storage in S3 and does not yet support S3 garbage collection.

The admin requests a way to view a record of activity for a database so that it's clear what event's have taken place, making audits of activity/storage much easier.
