Add tag list to branch dropdown in left nav

Description
I can navigate around the database page with a tag as the refName and view data at that tag. We need some kind of way to represent the current ref in the left nav. Can maybe have two tabs in the branch dropdown, one for branches and one for tags and whatever ref is selected will determine which tab is active
