Follow OGC for Spatial features (Long Term)

Hi!, the basics of spatial tables is almost done.

The spatial features have a consensus to work on, even the data types, so, to do it right Dolt should follow it, but have a full support takes time, ppl does not need all the features right now, so there is no reason to run and get a full support on everything. But is good to know, when something want to be implemented how and where should be implemented.

This support also means compatibility between all the spatial tools, so is handy :)

This is also ideal to create tests, because the docs shows the expected behavior on the functions.

The docs are little long, but pretty well explained, and a lot of text are tables, descriptions and examples, so from the 200 pages (each of them is close to 100 pages) there is not too much to read.

There is some revisions, but are some old, from 2010, the only important one is the latest one, so I don't know if there will be a new revision.

I think this issue is helpful just to know where and how support features, maybe can be closed when everything is supported but no idea when that can happens, depends a lot on the need of ppl, maybe just don't stress to the issue be open?. Even, this can be in other place? maybe Dolt documentation telling "we follow OGC SFA and SFS standards, here the docs".

Note: OGC does not write about all the actual features or specifications, but for a lot of them :)
