Tags on tables, not whole database

A customer is a heavy user of tags. They want to tag an immutable version of their data for model training.

To tag individual tables, they've started appending the table name to a tag.

They were wondering if we could enhance tags by making them table specific somehow.

I don't have a good design here but maybe the rest of DoltHub team does.
