Upgrade to laminas-cache 4

Are there any plans upgrading to [laminas-cache](https://github.com/laminas/laminas-cache) version 4?

Version 3 of laminas-cache becomes a bigger issue especially because it still relies on the old `psr/cache` and `psr/simple-cache` version 1 (instead of v2/v3), thus causing conflicts with other dependencies.
