### Bug
In a table with row section headers, it gets handled as a row with multiple blank values.
### Steps to reproduce
Do a basic extraction with a table like this.

Docling version: 2.80.0
Docling Core version: 2.70.1
Docling IBM Models version: 3.12.0
Docling Parse version: 5.5.0
Python: cpython-311 (3.11.9)
