Description
When trying to upload the file docker-7.1.0-py3-none-any.whl with twine, I get the error message
InvalidDistribution: Invalid distribution metadata: license-expression introduced in metadata version 2.4, not 2.3
And sure enough, the METADATA file contains both
Metadata-Version: 2.3 and License-Expression: Apache-2.0
Would appreciate if the METADATA file was valid.

Research direction
Start by reproducing the upload validation for docker-7.1.0-py3-none-any.whl with twine, then inspect how its METADATA file is generated. Confirm that the declared Metadata-Version supports License-Expression and that the resulting wheel is accepted by the upload check.
