Description

Based on the documentation, I expected that container create API would pull the image. However, I get a failure exception with ImageNotFound.

Is there a way to get the CLI behavior to pull if the image doesn't exist?

Thank you!

Research direction

Start with the documentation for the container.create and container.run APIs, then compare their behavior with the Docker CLI when an image is missing. Determine whether the requested behavior requires an API change or a documentation clarification, and confirm the expected result for a missing image.
