load_image() does not throw exception getting 'no space left on device'

Description
Hi,
Loading a tar image from our ansible scripts failed without throwing any error. Our image was not created because operation filled our /var partition.
The image came from a local tar file.
The error is probably inside docker/api/image.py / load_image()
Hope it helps and will make such very cool tools more reliable.
