Description
When setting the working directory via docker run -w, if the directory doesn't exist in the image, it will be automatically created. However, it is always owned by root:root, regardless of the -u flag, which means the directory is unusable.
Steps to reproduce the issue:
docker run --rm -it -u 1000:1000 -w /tmp/foo ubuntu:bionicls -lsa
