Research direction
Start by reproducing the issue with docker run --detach --env MYSQL_ROOT_PASSWORD=blah mysql:latest, then docker attach <containerId> in Windows PowerShell or CMD. Investigate the docker attach CLI path and verify that CTRL+P, CTRL+Q detaches from the container instead of leaving the CLI stuck.
