Description

docker compose up results in an error when using deploy.replicas of 0 where docker-compose does not.

Steps to reproduce the issue:

  1. Create a docker-compose.yaml file:
services:
  hello:
    deploy:
      replicas: 0
    image: hello-world
version: '3'    
  1. Run docker compose up --detach

Describe the results you received:

Prints no containers to start and yields an exit code of 1

Describe the results you expected:

Exit code of 0

docker-compose up --detach works as expected.
