Description

Would there be any interest in a --env-dir feature, to support envdir-like directories?

--env-file is great also but implies a migration for people that use envdir for quite some time.

I'd be glad to work on a MR if this is something that could be merged upstream.

Research direction

Start by reviewing the Docker CLI's existing --env-file behavior and the linked envdir documentation. Define how --env-dir should map directory entries into the container environment, then verify the command-line behavior with appropriate tests; the issue does not name specific files or tests.
