Description

when buildx plugin stored in ~/.docker/cli-plugins is older than the one embedded in the docker package, we should alert the user to the fact.

It is quite probable that at one point the user downloaded (or built) a newer one than the packaged one, but as new releases of docker come with newer versions, the manually installed one will still override this.

Research direction

Start by tracing how the external plugin in ~/.docker/cli-plugins is discovered and how its version can be compared with the embedded plugin. The work is done when users are alerted whenever the external buildx plugin is older than the embedded version.
