python:3.13-alpine permission denied in apk update

we have been using the python:3.13-alpine image for some time. The recent update from 3.13.6 to 3.13.7 has a breaking change. Apk update (or apk add) results in permission denied errors.

Reproduce the issue with docker run --rm -it --entrypoint /bin/sh python:3.13-alpine, then run apk update inside the container and compare the 3.13.6 and 3.13.7 images. Inspect the image configuration and certificate-related behavior; done means package updates work without the reported certificate and permission errors.
