crab report creates an empty input_dataset_duplicate_lumis.json file

Description
With crab report an empty json, i.e. "{}", input_dataset_duplicate_lumis.json file is created.
According to the [documentation](https://twiki.cern.ch/twiki/bin/view/CMSPublic/CRAB3Commands#crab_report) it should be called "inputDatasetDuplicateLumis.json" and not be produced at all if empty.
