[CI] [jvm-packages] Supporting ARM in GPU JVM packages and XGBoost pyspark

I would like to know if xgboost intends to support arm-architecture for xgboost pyspark and xgboost jvm packages? Nowadays, the arm-based instances in cloud are becoming more and more popular. So it would be great if xgboost can release the arm-based packages.

No files, tests, or entry points are named. Start by mapping the CI and packaging paths for the jvm-packages and XGBoost pyspark distributions, then check how ARM builds are handled. Done means an agreed approach exists for producing and validating ARM-based packages, with the relevant CI coverage and release process defined.
