Convert `Rscript dispatch.r` into a single command

For unix, I'm pretty sure just adding `#! Rscript` or something like that should do the job. Might work in cygwin as well, probably won't be so easy in windows. Probably need a batch script, so this would end up being `dispatchr.sh` or something like that. Not inclined to compile an executable.
